The fixed fee seems to be more applicable within Accessories Brands than Apparel Brands.
Among the Agents who ask for fixed fees or showroom fees, you will predominantly see USA Agents.
Agents take orders from the Retail stores against a commission (or commission and fixed fees).
This means that the Brand is therefore in charge of
1. the order form,
2. invoicing,
3. shipping &
4. getting paid.
The distributor buys the goods from the Brands and sells those same goods to multilabel stores at a price he decided.
The distributor is therefore is charge of invoicing, shipping, payments and customer service.
As such, it is rare for the Brand to know who are the final retail clients.
Both options have pros and cons.

Both groups of Agents work on the same general principles however the US Agent falls under one sole country and one sole culture dominated by the importance of money and time.
You must factor this in all your dealings with US agents.

We wouldn't either or we would need to ask many questions or we would need to join the individual from strategy to execution.
This is seldom what Agents will do so they prefer not to work with you or ask for a high fixed fee in addition to the commission.
